Extending stay - getting a tourist visa after a 6-mo "D

My wife, from the Philippines, is a visiting scholar in Austria with a 6-month "D" visa. When that 6-month stay in Austria is over, we want to tour Greece for a further 60 days. Is it possible to get a Schengen tourist visa? How do we get it?

The Greek embassy says that we can only apply for the visa in Manila but that defeats the whole purpose. We would have to pay for the flight.

I suspect that there might be a rule against extending the visa or changing the status.

The British consulate says that we can apply for a tourist visa to go there. we might just do that instead, but we would prefer to go to Greece.

(I am an American. A visa is not an issue for me.)

To the best of our knowledge, there is no legal provision in the Schengen regulations that prevents Consulates within the Schengen area from issuing a Schengen visa.

However, in practice, it appears that these Consulates do not issue such visa, therefore obliging travellers to apply outside the Schengen area, in their home country for instance.
